for development on an overall site of approximately 4.85 hectares at O'Toole Composting and Recycling, Ballintrane, Fenagh, Co. Carlow, R21 Y099. The development will consist of the: construction of an extension to the east of the existing recycling facility (1179 sq m approximately); construction of an extension to the north-west to existing composting facility (66 sq m approximately); construction of a 'lean-to' canopies to the eastern side of the proposed extension to the recycling facility (549 sq m approximately),to western side of the existing recycling facility building (549 sq m approximately) and to northern side of the existing composting facility (753 sq m approximately) to provide sheltered storage and vehicle parking areas; the construction of an airlock to northern side of the existing composting facility (281 sq m approximately); and all other associated site excavation, infrastructural and site development works above and below ground. The purpose of the proposed development is to improve efficiency and the environmental performance of the recycling and the composting facilities only. There is no change of use proposed as part of this development nor is there any proposed intensification of use.The application relates to development which comprises or is for the purposes of an activity requiring an industrial Pollution prevention and Control License (now replaced by an Industrial Emmissions License)
