the construction of a residential development comprising 98 No. residential units with 1 No. ancillary crѐche facility, with a total floor area of c. 10,520 sqm consisting of: 8 No. three-storey 4-5 bed detached houses, 6 No. two/three storey split level 4-bed detached houses, 12 No. one/two storey split level 3-bed semi-detached houses, 24 No. two-storey 3-bed semi-detached houses, 8 No. two-storey 3-bed mid-terraced houses, 20 No. one-bedroom apartments with 20 No. two-bedroom duplex apartments over in five three-storey blocks (all with own-door access) and 1 No. single storey split-level crѐche facility with a floor area of c. 352 sqm. The development will also consist of the provision of two new vehicular access roads, a public footpath and cycle lane on the east boundary of the site on the Carlow Road (R417) and a pedestrian access from the towpath on the Barrow Navigation; the provision of public open space, landscaping including boundary treatments; and the provision of all other associated site excavation, infrastructural and site development works above and below ground including surface water drainage, foul sewerage networks, foul pumping station and associated rising main, petrol oil interceptor and associated soak-away, roads and footpaths and all ancillary site development works. This application is accompanied by a Natura Impact Statement,
(a) Site excavation works to facilitate the proposed development to include general site preparation works; (b) The provision of a total of 72no. residential units which will consist of the following unit mix:- 4no. 4 bed three-storey semi-detached dwellings- 8no. 3 bed two-storey semi-detached dwellings, 16no. 2 bed ground/first floor duplex apartments with 16no. 3 bed first/second floor duplex apartments in 4no. split level two/three storey blocks. 8no. 2 bed ground floor apartments with 8no. 3bed first/second floor duplex apartments above in 2no. three storey blocks, 6no. 1 bed ground floor apartments with 6no. 1bed apartments over in 3no. 2storey blocks; (c) Provision of new access from Carlow Road with associated works to facilitate vehicular, pedestrian and cycle access to include provision of a right turning lane; (d) Provision of a footpath and cycle lane alongside the Carlow Road including an extension of the public footpath from the site to Ardreigh Cross; (e) Provision of internal access roads, footpaths and open spaces area to include all hard and soft landscape works with public lighting, planting and boundary treatments to include boundary walls, fencing and railings and play areas; (f) Provision of associated car parking; (g) Provision of associated electric vehicle charge points with associated infrastructure; (h) Provision of associated bicycle and bin storage areas with associated enclosure buildings; (i) Provision of a riparian buffer park along the Barrow Navigation (canal); (j) All other associated site excavation, infrastructural and site development works above and below ground including surface water drainage, foul sewerage networks, foul pumping station and associated rising main, petrol oil interceptor and associated soakaway, roads and footpaths and all ancillary site development works.
