Development Description:
development of a distillery and visitor centre (with ancillary café, maturation facilities and other associated ancillary development) (5,106 sqm total gross floor area) at Ballykelly Mills, Monasterevin, Co. Kildare, W34 HY03 [a Protected Structure (Ref. B21-04)] on a site of 2.13 hectares (of which 0.96 hectares is public road), approximately, at Millfarm, Coolsickin or Quinsborough, Ballykelly and Oldgrange. The site is principally bounded by: agricultural lands to the north; partly by the Local Road L1002, a residential dwelling (W34 E409) and the Local Road L7049 to the east; the Brook Stream to the south; and the Grand Canal to the west. Part of the site (to facilitate site servicing) extends along the public road (L7049) in the townlands of Millfarm, Ballykelly and Oldgrange. The development will consist of the removal of 3,489 sqm of floor area comprising the internal floors of Blocks A1, A2, B1, B2, C1 and C2 and the demolition of a number of structures (891 sqm in total) associated with the previous use of the premises, including: a lean-to shed/structure (identified as Block A3) (103 sqm); a single-storey office building (identified as Block A4) (53 sqm); a grain intake shed including its associated grain elevator (identified as Block D1) (198 sqm); a detached single storey flat-roofed control room (identified as Block D2) (17 sqm); a two-storey derelict detached house (identified as Block F) (106 sqm); an agricultural shed (identified as Block G) (118 sqm); an agricultural shed (identified as Block H) (32 sqm); a lean-to shed/structure (identified as Block I) (76 sqm); a single-storey flat-roofed shed (identified as Block J) (22 sqm); a weighbridge office (identified as Block K) (54 sqm); weighbridge kiosk (identified as Block L1)
(6 sqm); a concrete-walled flat-roofed structure (identified as Block N) (52 sqm); and a concrete-walled flat-roofed structure (identified as Block O)
(54 sqm). The total demolition / floor area removal comprises 4,380 sqm. The development will also consist of the removal of ancillary fabric across the site including: grain elevators; site fencing and gates; mass concrete slabs, remnants of previous structures and a service yard (identified as Block E); a weighbridge (identified as Block L2); tarmac; signage (with the exception of the ‘Minch Norton & Co. Ltd.’ sign located on eastern elevation of existing grain intake shed (identified as Block D1), which is to be relocated within the proposed development);

Change of use of Maltings ancillary grain intake building to an Artisan Distillery 1. The adaptation of existing building to include removal of ground floor walls, single storey internal structure, removal and lowering of existing ground slab and associated below ground trough, removal of all external asbestos corrugated cladding, removal of parts of the modern malting lifting gear, cleaning and preservation of existing steel structure and recladding with similar corrugated cladding with new doors and windows at various floor levels to all elevations, new separate internal structure to support artisan distillery over 2 floors with a small mezzanine level. 2. Conversion of former existing single storey detached control room to provide new control room including all necessary remedial repairs with provision of new doors. 3. Provision of waste water treatment plant, associated equipment, single storey boiler house, oil tank and water tanks, all above ground, to the front and rear with new waste connection to main public sewage system on public road via adjoining field to the west of the site. 4. Minor remedial weathering repairs to existing structures to include reinstatement of rain water goods to protect the existing structures. 5. Ancillary landscaping and all associated site works
the refurbishment of the existing historical thatched cottage and associated outbuildings on site for a range of accommodation uses including Artist in Residency, Short Stay Staff & Stakeholder accommodation and Whiskey Experience tourist packages. The proposed development also relates to the provision of maturation facilities for the adjoining permitted distillery (KCC Reg. Ref. 19/194) at Ballykelly Mills. The refurbishment of the cottages will provide for an interchangeable mix of temporary accommodation uses linked to the historical location and/or the distillery and maturation uses. In summary, the proposed development includes the; Removal of detrimental ancillary structures and structures of little value and internal walls associated with the cottage and outbuildings; Refurbishment of the cottages and outbuildings through the repair of walls, roofs, floors and windows and doors and drainage to enable habitation; Siteworks including provision of a gravelled courtyard, re-instatement of pump, refurbishment of wrought iron gates and repair of walls and rebuilding of a section of the roadside historic wall and gate as well as demolition and construction of a new blockwork rendered front wall set back from the existing line to allow sightlines, and provision of a new pedestrian pathway along the public road (L7049); Demolition of the existing derelict haybarn and construction of a new barn building (to match existing in form, scale and colour) housing an administration area, storage area, fork lift charging and covered walkway with an overall maximum height of 8.2m and a gfa of 125sqm; Construction of 3no. new warehouses for the purpose of whiskey maturation. The warehouses will have an overall maximum height of 13m and each have a gfa of c.975sqm; 1 switch room to serve 2 warehouses with a gfa of 25sqm; Construction of 1 no. vatting building and independent switch room for the purpose of dumping and vatting casks and single cask hand bottling.
