Headfort Place including the former HSE building Junction of John St., Slane Road R163, and Dublin Road R147
demolition of HSE Dublin North East Building along with all associated site clearance works, and the construction of vehicular and pedestrian access to the Kells Backlands from the existing junction of John St., Slane Road R163, and Dublin Road R147 and associated junction upgrade. The proposed access forms an additional arm at the proposed signalised junction, with associated junction upgrade works including the provision of improved pedestrian and cycle infrastructure, rearrangement of on street parking and landscaping. The proposed development also includes amendments to part of the Kells Backlands mixed use town centre development to the south, permitted under An Bord Pleanála reg ref PL17.234285 ( Meath County Council Reg Ref:KT800014) to integrate the proposed access into the permitted internal roadways and infrastructure, including associated revisions to drainage infrastructure. The proposed development also incorporates the diversion and revised culverting of the Newrath Stream through the subject site to the existing outfall at Headfort Park; together with all associated drainage, landscaping and site development works. amendments to the permission granted under Kells Town Council Reg. Ref. KT800014 (An Bord Pleanala Ref. PL17.234285). The development will consist of a revised vehicular and pedestrian access from Bective Street to include works to the junction of Suffolk Street, Bective Street and Farrell Street. The permitted scheme included an upgrade of the existing Suffolk Street/Bective Street/Farrell Street junction from its current priority layout to a signalised crossroads with the development access forming an additional arm at the junction. The proposed amendment provides for the re-location of the development access slightly south, creating a signalised staggered junction. The construction of this access includes for the demolition of 2 no. habitable dwellings (combined floor area 170 sq m) and works to and within the curtilage of the Kells Presbyterian Church (a Protected Structure), previously permitted under Ref. PL.17.234285
