for a 10 year planning permission. The proposed development comprises the development of 152 no. new residential dwellings, comprising of 12 x 2 bedroom; 92 x 3 bedroom; 38 x 4 bedroom and 10 x 5 bedroom dwellings together with ancillary public open space provision, including a riverside linear park along the Rye Water River and childcare facility (337 sq.m GFA). The proposed development provides for a total of 304 no. ancillary residential car parking spaces and a further 18 no. ancillary car parking spaces in connection with the creche. The proposed development is facilited by and integrates with permitted infrastructure development and works within the administrative area of Meath County Council permitted by An Bord Pleanala under ABP Ref. PL17.238370 (MCC Ref. DA/100614) and ABP Ref. PL17.239375 (MCC Ref. DA/100697) and within the administrative area of Kildare County Council under An Bord Pleanala Ref. PL09.238818 (KCC Ref. 10/571), which development and works are substantially outside the boundaries of this application. application for a ten year planning permission for development of infrastructural works in the townland of Newtownmoyaghy, Kilcock, County Meath. The development will consist of the provision and completion of a roundabout junction with the R148 (Maynooth-Kilcock Regional Road) the alignment of which is substantially within the administrative area of Kildare County Council and is the subject of a separate and concurrent application, provision of a 7.3m wide distributor road alignment (0.57km length) with intergrated cycle track and 2m wide pedestrian paths with landscaping on either side orientated north west through the site. The alignment of the distributor road will integrate with a continuation of the route through lands adjoining the site to the immediate west. A separate application to be lodged by the adjoining landowner with Meath County Council for lands to the west of the site completing the distributor road link from the R148 (Maynooth-Kilcock Regional Road) at the south site boundary with the R125 (Dunshaughlin Rood) to the west of that separate application site. Associated infrastructure works include a partial realignment of the Rye Water River and re-profiling existing river banks as part of flood protection measures and provision of on-line flood storage (to be delivered on a phased basis). The provision of a single arch bridge of 9 metres span for the distributor road's crossing the Rye Water River. Other flood mitigation works include the provision of off-line storage, by re-profiling the Upper Ditch in accordance with an approved Flood Rish and Management Study (FRAMS) by Kildare County Council, Meath County Council and the Office of Public Works. Ancillary site service works include surface water drainage, foul water drainage, water supply and utilites infrastructure within the proposed road. The concurrent application with Kildare County Council seeks infrastructural works comprising a partial realignment of the R148 (Maynooth-Kilcock Regional Road) over a length of 0.2km to provide for a roundabout junction facilitating access to zoned lands north of the site within the administrative area of County Meath. These works include associated drainage infrastructure including sewer connection to the approved Kildare County Council Lower Liffey Valley Sewerage Scheme, provision of watermain to connect to the existing public main at Shaw Bridge. The proposed infrastructural works form part of a comprehensive overall coordinated design for the delivery of a distributor road, associated services, a new signalled controlled juction to the R125 and flood mitigation works which are included as objectives in the Kilcock Environs Local Area Plan (LAP) 2009-2015. The overall distributor road will link the R148 (Maynooth-Kilcock Regional Road) to the southeast with the existing roundabout on the R158 (Summerhill Road) to the northwest. The portion included in this application is located on the applicant's lands to the west of the R125. The proposed section of the distributor road to be developed on the subject lands is 0.39 kilometres (390m) in length and consists of a 7.3m wide carriageway with intergrated cycleways, footpaths and landscaping on either side. The alignment is consistent with the LAP objectives and is integrated with the alignment of the road over the balance of LAP lands including the lands immediately to the southeast which will link the new road to the R148 (Maynooth-Kilcock Regional Road). The overall proposals include a new signal controlled junction with the R125 adjoining this site. The proposal also includes all ancillary site development works including surface water drainage, foul water drainage, water supply and utilities infrastructure within the proposed road. Associated flood mitigation works include realignment and reprofiling of the existing drainage channel across the subject lands (referred to as the 'Upper Ditch') and provision of a new engineered flood storage channel and flood storage area north of the proposed distributor road as part of flood protection measures. The proposed also provides for the partial reprofiling of the lands with the excavated fill to a site level of 64.90m and 65.40m AOD. The proposed development will take place on lands of c. 11.4ha in area bounded by the R125 to the west , the River Rye to the South and adjacent lands to the east and north in the townland of Newtownmoyaghy, Kilcock. The Planning Application is accompanied by an Environmental Impact Statement (Volume 1 & Volume 2). Volume 1 relates to the overall LAP lands and addresses the likely impact of the combined development of the joint landholdings.
