Proposed Development

Development Description: an increase in the range of alternative fuels used in the cement manufacturing process. Specifically the development proposes to include the burning of up to 10,000 tonnes of Liquid Recovered Fuels per annum in the existing pre-heater and cement kiln. The use of Liquid Recovered Fuels will not require any built structures as the fuels will be stored in existing bunded storage tanks at the cement plant (permitted as part of Reg. Ref. TA/40228). The cement plant is currently permitted to use 95,000 tonnes of alternative fuels per annum, which will remain unchanged. The alternative fuels permitted to be burned include meat & bone meal (permitted under Meath County Council Planning Ref TA/50145 & An Bord Pleanala Ref No. PL17.213186); wood from construction and demolition activities, saw dusts from the sawmill and foresty industry, and a dried biosludge derived from the water treatment industry (permitted under Meath County Council Planning Ref TA/60580); Solid Recovered Fuel and waste tyre chippings (permitted under Meath County Council Ref TA800654). The proposed development is included within the boundary of the area covered by an Integrated Prevention Pollution Control Licence (No. PO487-05 for the permitted cement plant), issued pursuant to the Environmental Protection Agency Acts, 1992-2007. The proposed increase in the range of alternative fuels is for the purpose of an existing activity which requires an Integrated Pollution Prevention and Control Licence from the Environmental Protection Agency under the First Schedule of the Environmental Protection Agency Acts, 1992-2007.
