Development Description: To construct a Secondary Pharmaceutical Plant for the sterile filling of pharmaceutical products at Elan Pharma Site, The development consists of a three storey sterile filling facility with an adjoining single storey warehouse on part of the existing staff car park. The total area of the development is 4100 square metres approx. Access to the development will be from the existing entrance from the public road through the Elan site. Temporary construction access is required from the public road in the southwest corner of the site. The development also includes a new high-level pipe bridge connecting the development to the existing facility over the public road, warehouse marshalling yard, relocation of underground services and ancillary external plant. 110 car parking spaces will be relocated as part of the development to the south of the new development. This application relates to an existing site for which a licence under part IV of the Environmental Protection Act 1992 applies and to an existing establishment to which the European Communities (Control of Major Accident Hazards Involving Dangerous Substances) Regulations, 2000 (SI 476 of 2000) applies.
