Decision Description:
permanent retention of extensions and elevational variations to previously approved composting facility Planning Ref. KA/30304 for which an EIS and EPA Licence were required and also for permanent retention of ancillary ESB Sub-station, firewater storage tank and revised access roadway
the development will consist of an increase in waste acceptance at the existing composting facility from the currently permitted 40,000 tonnes per annum to 50,000 tonnes per annum. The waste types proposed to be accepted at the facility will remain as per the currently permitted waste types, namely biodegradable waste for composting. The proposed development will include the provision of additional odour control infrastructure in the form of a new biofilter with an approximate area of 385m2 and a vertical emissions stack with an approximate height of 15m, as well as improvements to the existing odour control infrastructure. No additional waste handling or treatment infrastructure is required to support the proposed development. The overall application boundary has an area of 4.6 hectares and includes the existing composting facility, administration building, facility access infrastructure and other ancillary infrastructure. An Industrial Emissions Licence Review Application will be submitted to the Environmental Protection Agency in respect of this proposed development
extension of existing composting facility to accept and treat an additional 19,200 tonnes per annum of non hazardous biodegradable waste (over and above the permitted acceptance and treatment of 20,800 tonnes per annum of non hazardeous biodegradable waste). The development will consist of the construction of 2 no extensions to the existing compost facility buildings, the construction of a facility administration building (offices, canteen, toilets, locker room, and showers), landscaping and other ancillary works required to integrate the proposed extensions and facility administration building into the existing facility within an overall application area of 1.2 hectares. The planning application is accompanied by an Environmental Impact Statement (EIS). A waste licence review application will be submitted to the Environmental Protection Agency in respect of this development.
