Development Description:
permission for the construction of a 38kv electricity substation, switchroom and equipment compound with palisade fence; the construction of approximately 400m of site access track and the upgrading of approximately 150m of existing agricultural track and an existing agricultural site entrance; approximately 200m of underground cabling and all associated site development and reinstatement works in the townland of Luppan, County Monaghan; and (ii) the installation of approximately 22km of 38kV electricity cables from the proposed substation to the existing electricity substation in the townland of Lisdrumdoagh, County Monaghan. The electricity cables will comprise approximately 17km of overhead line and approximately 5 km of underground line. Overhead lines will consist of 3 no. cables suspended from wooden poles with a maximum height of 16 metres, and all associated site development and reinstatement works. Underground cables will be located within private lands and within the public roads numbered L5171, L1400 and L1171; will be installed in excavated trenches of approximately 1.2m in depth and will include associated underground ducting, joint bays, communication chamber bays, sheath link boxes and inspection chambers; directional drilling beneath the N12 and Ulster Canal and all associated site development and reinstatement works. A vehicle access track of up to 4m in width will be provided immediately adjacent to underground cables with private lands.
This planning application is accompanied by an Environmental Impact Assessment Report which includes an assessment of the likely impacts of the proposed development, as a whole and in combination with the relevant off-site or secondary developments which will occur as a direct result of the proposed development, including the wind farm development permitted pursuant to Monaghan County Council Planning Register Reference 10/110 & An Bord Pleanála Reference PL18.240760 and proposed to be amended by planning reference 17/258 & An Bord Pleanála Reference PL18.300998 (currently under construction). A Natura Impact Statement will also be submitted to the planning authority with the planning application.

Consist of Construction of 7 no. wind turbines of hub height 85m & rotor diameter 82m, with an overall height not exceeding 126m, 1 no. switch & control facility with associated equipment and compound enclosed by a 2.4m high palisade fence, 1 no. permanent anemometer mast 85m in height & all associated site works including foundations, crane hardstanding, underground cabling, upgrading of road junctions & public road, construction of new 1 no. site entrance and the construction of new internal site access tracks. The development also includes upgrading 1km of existing Coillte forestry tracks and site entrance, the construction of 100m of new access tracks on Coillte lands and felling c0.1 hectares of fledging Coillte forestry for access over Coillte lands. Permission for the technical amendments to the development permitted under Monaghan County Council Planning Register Reference 10/110 (An Bord Pleanala Reference PL18.240760) to include the realignment of site access tracks and underground cabling, the redesign of turbine hardstand areas and realignment of turbines T4 and T7 hardstand areas; relocation and resizing of the substation, including the omission of external transformers, transformers foundations and palisade fencing; relocation and design changes to the meteorological mast from a free standing mast to a guy-wired lattice structure; approximately 820 metres of underground cable from the meteorological mast to turbine T2; 2 no temporary storage compounds; and minor road upgrade works along the L5151-0 and L11131-0.
