For permission for a mixed-use retail / commercial development which is Phase 2 and an extension to Phase 1 of a mixed use retail / commercial development at the site of the former Sports Grounds, Davis Road, Clonmel which is currently under construction and permitted under planning permission Ref. No. 06/132. The site is bound to the east by agricultural lands, to the south by the River Suir, to the west by Clonmel Dog Track and to the north by Davis Road and properties fronting Davis Road. The development includes for 2 no. Non-food Anchor Retail Units with Anchor 1 having a GFA of 3,250 sq.m. (2,275 sq.m. net retail sales area) and Anchor 2 having a GFA of 2,730sq.m. (1,911sq.m. of net retail sales area) 9 no. Non-food retail units with a total GFA of 5, 090sq.m (3,365sq.m of net retail sales area) and ranging in size from 205sq.m (GFA) to 1035sq.m (GFA) an extension of 608 sq.m. (GFA) to the permitted units no. 15 which is currently under construction as part of “Phase 1” permitted under planning ref. 06/132 and 3 no. restaurants. In total 11, 678sq.m (GFA) of non-food retail is proposed (8,176 sq.m net retail sales area) as part of the development. All of the above are at ground floor level. A 9 no. screen cinema, civic theatre of a size to accommodate for approximately 350 seats and a medical centre are proposed at first floor level. The development ranges in height between 1 and 2 storeys and includes outdoor terraces at first floor level. The proposal is attached to the east Phase 1 and access to the site will be through a new access route on the Davis Road, which will involve the demolition of industrial buildings, and road improvements works to both sides of Davis Road. A total of 712 no. car parking spaces are proposed to include 534 surface car parking spaces to the south of the proposed building and 178 at first floor roof level. The first floor roof level parking spaces will be accessed through the multi storey car park that forms part of Phase 1, which is currently under construction. The development will include minor alterations to the eastern elevation of Phase 1 to allow for the proposed extension. A Public riverside Amenity Park of approximately 5,852 sq.m. in size is proposed fronting the River Suir. |
